United Way of Greater Los Angeles invests in community-driven solutions that expand opportunity across the region. As a trusted regional partner, we work alongside community organizations to create measurable impact—advancing college and career access, increasing economic mobility, and strengthening resilient communities so every Angeleno can thrive.
United Way of Greater Los Angeles (UWGLA) is proud to partner with the Los Angeles County Justice, Care and Opportunities Department (JCOD) as a Third-Party Administrator (TPA) for the Care First Community Investment (CFCI) initiative.
Together, we will invest more than $19.4 million over three years across 13 program areas to advance a common mission — supporting community-based organizations in building economic opportunity, workforce development, entrepreneurship, financial empowerment, and community resilience for historically underserved residents of Los Angeles County.
Economic Opportunity and Sustainability (Strategy 2)
The Economic Opportunity and Sustainability strategy, administered through CFCI Care Grants, funds services and programs that build economic, employment and entrepreneurial opportunities for criminal justice system-involved individuals and others from historically underserved communities.
Funding categories include, but are not limited to:
- Economic Resilience Fund

- Financial Literacy
- General Training & Employment Services for Historically Underserved Communities
- Transitional Subsidized Employment Models
- Pre-Apprenticeships and Apprenticeships
